| Kinfra Industrial Park at Punalur: Foundation stone laying on August 5, 2010 |
Industries Minister Shri Elamaram Kareem will lay the foundation stone for the Kinfra Industrial Park at Piravanthoor near Punalur in Kollam District on August 05, 2010. The proposal is to develop an Industries Park in about 65 acres of land in possession of Travancore Plywood Industries which was transferred to Kinfra. Kinfra will provide the basic infrastructure facilities to entrepreneurs to set up industries in plots developed within the land of the Travancore Plywood Industries.
Kinfra on behalf of Government of Kerala is trying to attract investments in the state from private sector for the development of industrial infrastructure and industrial production in the state. Kinfra envisages to develop industrial parks and production units by utilizing strategic land parcel available in Kerala with a PPP approach. Major activities include development of industrial infrastructure, electrical power distribution and general infrastructure development etc.

| Foundation laid for Keltron Tool room at Kuttipuram |
 The foundation stone for the Keltron Tool room cum training centre at Kuttipuram was laid by Industries Minister Shri Elamaram Kareem on July 24, 2010. The centre is being set up by the Kerala State Electronics Development Corporation (Keltron) near the Keltron Electro Ceramics at a cost of Rs.12 crores. The unit will have a state-of-the-art tool room with precision and advanced computer-controlled manufacturing machines such as lathes, milling machines, grinding machines, metrology equipment and CAD / CAM centre. The tool room will be capable of making sophisticated components and tools required for defence, aerospace, Railways, automobile and other mechanical engineering industries. The training centre of the unit will offer diplomas and short-term courses in tool and die making, CAD/CAM training for design and development of tools and dies and advanced metal cutting process. |

| Kinfra's first Rural Apparel Park at Thiruvambadi: Foundation stone laying on August 3, 2010 |
The foundation stone for Kinfra's first Rural Apparel Park at Thiruvambadi in Kozhikode District will be laid on August 3, 2010 by the Industries Minister Shri Elamaram Kareem. This is the first of the five Rural Apparel Parks being set up by Kerala Industrial Infrastructure Development Corporation (KINFRA) in Kerala. The Rural Apparel Parks programme, announced in the 2010-11 Budget, is envisaged to give a boost to the textiles sector and also provide large-scale in the rural areas. As of now, KINFRA has planned rural parks at five locations. The project is proposed to be funded through a grant support of Rs.25 crores from the State Government. The land for the park is to be given free-of-cost by the respective panchayats or local bodies. The minimum requirement is three acres.
KINFRA will design the parks incorporating the latest facilities to enable private entrepreneurs to set up garment making units, which can generate employment opportunities to around 300 local women. The Government will provide subsidy towards the training expenses of the workers. KINFRA aims to promote investment activities capable of creating employment and to develop infrastructural facilities in the panchayat for establishing MSME type garment industries, which will generate employment. This will help in training unemployed persons to enter into gainful employment and thus bring about an overall social transformation in the panchayat. |

| 574 crores investment in PSUs |
Industries Minister Shri Elamaram Kareem has said that Rs.574 crores was proposed to be invested for expansion and starting of new units of Public Sector Undertakings this year in Kerala. It was for the first time in three decades that fresh investment was being made in the public sector. The State owned Enterprises were being strengthened at a time when the Centre was divesting equity in public sector undertakings. The funds for investments were being raised through budget provisions, using reserve funds of profit making units and loans. More than Rs.100 crores was being provided by Kerala Minerals and Metals Ltd. (KMML) and Malabar Cements Ltd. for funding projects of other companies. Half of this would be treated as equity in new units and the balance as loan. Besides, KMML would be carrying out its own expansion projects. This year it would spent Rs.158.70 crore for the purpose. It had drawn up plans costing Rs.550 crore for the coming year. |

| House passes Rs. 414 crores grant for Industries Department |
The Legislative Assembly has passed the demand for grants to the tune of Rs.414 crores for the Industries and Commerce Department on July 21, 2010 after an extensive debate. Replying to the debate on the demand for grants, the Honourable Minister for Industries and Commerce Shri Elamaram Kareem said that the investor confidence has increases over the last four years and so has the basic infrastructure for industries. The State now had a peaceful industrial climate that was encouraging to entrepreneurs. The State's industrial growth rate of 9% last year was higher than the national average. More than 25,000 MSME units were registered in the past four years.
The Minister also said that the State government was in favour of employees' representation in the managements of State owned Enterprises. The government has taken a policy decision in this regard and the criteria were being worked out. The performance of PSUs was being appreciated at the national level. Ten new units of PSUs would be commissioned by the end of this year. The Titanium Sponge factory being built at Chavara, in collaboration with ISRO would be ready by December this year. The government has also proposed a mineral research institute at Chavara. The income support scheme implemented for coir workers would be extended to those in khadi and handloom sectors. He also announced the Industries Minister’s Scholarship Fund. While previous governments introduced the voluntary retirement scheme for closure or restructuring, the present government considered voluntary retirement only for revival of PSUs, he said. The feasibility study for a north-south high-speed railway corridor would be ready in five months. Kinfra has acquired 4781 acres for developing industrial parks across the state. |

| HAL & BEL units commissioning in August |
The new unit of Hindustan Aeronautics Ltd. (HAL) at Kasargod will be commissioned by Shri A K Antony, Union Defence Minister on August 13, 2010. The new unit of Bharat Electronics Ltd. (BEL) at Kochi will also be commissioned in August. Industries Minister Shri Elamaram Kareem said this in the assembly. |

| Minister launches State level building programme for PSUs |
 Industries Minister Shri Elamaram Kareem launched the State level capacity building programme for Public Sector Undertakings at the Kerala Minerals & Metals Ltd. (KMML) at Chavara, Kollam on July 9, 2010. RIAB intends to conduct a minimum of 10 programmes in each PSU during the year on various subjects covering all categories of employees. A training need assessment and post programme follow up will be carried out. The approximate coverage will be around 10,000 personnel. Participatory methods like case analysis, role play, field visits to other PSUs, etc will be employed in these Organization Based Programmes (OBPs). The topics covered would include Productivity Enhancement Techniques, Quality Circles, Imparting of Leadership & Communication Skills and Negotiation Skills. A video portal is also being developed for web based online tutorials. The inaugural function was organised by RIAB and KMML on behalf of the Department of Industries & Commerce. |

| KMML Titanium Sponge unit to be commissioned in December |
Industries Minister Shri Elamaram Kareem today informed the State Assembly that the Titanium Sponge unit of Kerala Minerals and Metals Limited (KMML), at Chavara in Kollam will be commissioned in December. KMML is a Public Sector Undertaking under the Department of Industries and Commerce. About 70 per cent of the infrastructure works of this unit has been completed. The project is funded by the Indian Space Research Organisation (ISRO). |

| Foundation stone laid for Komalappuram Spinning & Weaving Mills |
The foundation Stone for the Komalappuram Spinning & Weaving Mills in Alappuzha was laid on June 15, 2010 by the Finance Minister Shri Thomas Isaac. The Kerala Spinners at Komalapuram, which was closed down for so many years, was taken over by the Government from the Private Sector. Industries Minister Elamaram Kareem, presiding over the function, said the government was pumping in capital investment to the tune of Rs.475 crore into the public sector this fiscal, the first such investment in the State in the last 25 years. The Rs.36 crore Komalapuram venture, to be operated by the State Textiles Corporation, would become operational by December this year and would offer jobs strictly to eligible local residents. Revenue Minister K.P. Rajendran handed over the machine purchase order for the firm, which has 19 spinning frames, an employment potential of 500 persons and a production capacity of 15,000 metres of cloth a day. The Kerala Spinners, which ran in profits for some time after being established at Komalapuram near here in 1964, gradually sank into losses and was shut down in March 2003. After several rounds of talks and the management showing no signs of attempting to resurrect the company, the State government decided to take over the firm, which was the first time in the country that a State was re-opening and taking over a firm that ran into losses after being managed by private hands. The firm was formally taken over by the government on November 30, 2009 by handing over the keys of the firm to Kerala State Textile Corporation (KSTC). |

| Foundation stone laid for Sidco Modern Tool Room |
 The foundation stone for Small Industries Development Corporation, Sidco’s Modern Tool Room cum Training Centre at Kodal Nadakkavu in Olavanna near Kozhikode was laid on June 14, 2010 by the Industries Minister Shri Elamaram Kareem. The unit, projected to provide direct employment to 60 and indirect employment to 300 persons, is being set up at a capital cost of Rs. 12.5 crore with 100 per cent equity participation of the Government. R Ramachandran, Chairman, Sidco said that the unit was envisaged to cater to the needs of high-precision tools and dies by Defence, aerospace, railways and other sectors and the micro, small and medium industries. It will manufacture items such as jigs, fixtures, cutting tools, gauges, plastic moulds, forging dies and pressure castings by using computer-aided designing and manufacturing technology. Besides, the centre will provide practical training to mechanical engineering degree and diploma holders in designing and manufacturing of moulds, dies, jigs, fixtures and other things. As of now, SIDCO has 75 units under its control and eight of them are manufacturing units. The corporation has been supplying components and equipment to central PSUs such as ISRO and VSSC and the State public sector units such as Kerala Automobiles. |

| Foundation stone laid for SIFL new Machine unit |
The foundation stone for a new Machine unit of SIFL at Shornur was laid on June 06, 2010 by the Industries Minister Shri Elamaram Kareem. The Steel Industries and Forging Ltd. (SIFL) will be starting the new machining shop in the premises of Metal Industries Ltd. at Shornur at a cost of Rs. 12 crores. The company would have 1,000 MT forging capacity annually. It would take nine months to complete the construction of the new factory, which would provide employment to 60 people directly and many others indirectly. |
